There's literally nothing in the lore that suggests Oz was related to Kapactir, other than the uncanny resemblance.

It's a reach, however there's a precedent with Gouba.

To be honest, when I played thru this quest, I thought Oz was the thunder bird that they worshiped and that at some point he escaped that flouting prison but very depowered as a result. That is what I thought at least until I opened up more of Fischl's story, I was kind of disappointed that Oz wasn't a depowered god....however if you were to ask Fischl.
