What I'd assume to be the most prominent reason is how touch-starved and tragic her whole life has been if you read her lore. Honestly she could carry an entire narrative on her own better than 90% of the cast combined IF she got developed more. Unfortunately, Hoyo seems to have no intention of doing that given how all her potential development got shafted in the archon quest and then we have barely seen her do anything after that, but I digress. This tragedy of her life naturally draws people towards comforting her in the form of ships or similar as well as filling the void Hoyo left behind.
Similarly, she's genuinely a very good-hearted person and wants to get to know a lot of people and make friends but doesn't know how to go about doing it. This is because of the above and how emotionally stunted she is. Really the only people she expresses direct distaste towards are Itto and Heizou (which is wild considering Itto/Sara is probably tied for second most popular Sara ship), and in both cases she has sound reasoning to not like them. This naturally leads to her dynamic with others if she WERE to become friends, and eventually lovers for shipping.
Specifically for Shinobu/Sara, Sara doesn't like the Arataki Gang but then she's like "except for this lady she's cool". We know pretty much nothing about how Shinobu views other people but it's nice to think they have a good relationship given she has to involve herself often with the Tenryou Commission.

Which is a shame, because besides the Shogun (whose relationship is purely professional), almost nobody LIKES Sara that much. Miko can't stand her, Itto sees her as a rival, Thoma and Ayaka think she's a stuck-up, and Ayato mocks her for being a tool to the Kujous.
