It sure seems like the most likely option! It's pretty out-in-the-open that she's always been involved with scouting new EN talents and helping train them and initiate them. Based on the wording they used on the announcement, eventually we could see her appearing occasionally as a "staff personality" like A-chan or Nodoka, hopefully.

I think she confirmed she's not becoming a staff member, but she's going to be a Holo affiliate even after she's done streaming so I can still see her switching to more behind-the-scenes work.
