Measuring based on the sovereign's anatomy was a thing in ancient empires as well. That was what I was getting at. Since the start of measuring as a regular practice humans have been divided between those who used a specific influential human's body parts as their base units of measurement and those who didn't - and the former obviously had to invent the concept of a sovereign in the first place with empire and hegemony following naturally after.
