There are no Japanese VA's shared between these characters. It could be an English VA joke, though also possible it's just a crossover the artist liked and the connection is coincidental.

Well, the problem is, there aren't a lot of female VAs that play young boys almost exclusively. Plus, a lot of people might have done research on the game and figured it out before, so the people in charge of casting might have figured "Why bother?"

They could at least TRY. I mean, in the Japanese version, you have to remind yourself that Naoto is actually a girl every so often. Unless you've seen the reveal, you really could not tell, which really justifies the MC's reponses. In the NA version, you went "They still don't know she is a girl?" every single cutscene before the reveal.
