Do we already have a Legendary that controls ALL weather? And if not, what's the opposite of weather? Like, gravity or something?

Rayquaza? Sortof...he controls weather in the sense that he just shuts it down

Then we have different 'mons for specific sorts of weather, usually extreme. A gravity 'mon, though, I'd have interest.
