Because 3PO is using both of Luke's lightsabers on what appears to be Coruscant when the Jedi Council was being eliminated and thus before Luke was old enough to walk if even born yet?

Awesome either way.
or mayb he's using the sabers from yoda and that otehr guy there
These lightsabers make no sense and let me tell you why in entirely too much detail because I am very bored:
1) There are only two known lightsabers with chokes like the one in C-3PO's right hand, the one Obiwan built after the fall of the Jedi and the one that Luke built after he lost his his hand. Obiwan's projects a blue beam and Luke's is green. Unfortunately this cannot be Obiwan's lightsaber due to the copper coloration of the choke which was unique to Luke's (Ben's having a black and chrome finish on this part). Therefore the lightsaber must be that of Luke after he lost his hand (making no sense for the setting).
2) The second lightsaber in his hand makes more sense for the setting but is also very wrong. It quite clearly comes to a point at the base. The closest lightsaber that I can think of would be that of Mace Windu played by Samuel L. Jackson who, as we all know, insisted upon being cast in the role that his lightsaber project a purple beam. It bears no resemblance at all to the lightsaber used by Yoda which had black grips and would not extend past the base of 3PO's hand, being very short indeed.
