The person with the blue and red hat is supposed to be the player character. The picture depicts a scene from an event story called "The Beast Dream Salon", which was released a couple of months ago on the Global version of the game (but has been out much longer for the Japanese version).
I have NO idea what they're doing here. Can someone a bit more versed in these matters weigh in?
Well, one of Musashi's secondaries got knocked out but Akagi's aircraft are marking the positions of the Zumwalts with smoke clouds for Friedrich der Grosse to spot since they can't radio back spotting information for various reasons (including a lack of radios and enemy comms jamming).

Until the proper translation is available, may I suggest Google search image translation option? The only translation that makes no sense is the line "ここに アタイがいる"
