I don't see why people think it's Wakasagihime. I mean, when you look at the actual art, she's flatter than Seija. Heck, you see the bust of Wakasagihime, Raiko, and Yatsuhashi from mostly the same angles. Yatsuhashi's angle is just reversed, but Wakasagihime and Raiko's angles are almost exactly the same. Wakasagihime loses to both of them.
I would say it's Raiko that's the big-breasts one since she's the only one with a true bust curve in the actual art. The rest are more "triangular" which suggests smaller bust size or just outright flat. Infact, Wakasagihime might be the flatest one. The only thing going on with her clothes is a single angle, suggesting next to nothing under her likely tight kimono.
This doesn't really matter since artists typically depict varying sizes for all characters, I'm just perplexed by the idea most people seem to have that Wakasagihime is canonically the stacked one. Unless there happens to be some canon art of her with clear bust I haven't seen.
