With Alolan, Galarian, and now Hisuian alternate forms of Pokemon (with probably more to come in the future), I figure we could use a catchall "x and normal" tag.
I didn't know these tags existed. I'd be more in favour of nuking and using dual persona/multiple persona instead, as I think adopting franchise specific tags should only be done when a broader one doesn't exist to fill that niche. However, there's perhaps value in keeping Pokemon form groupings separate from human ones. I'll put in some effort to garden these at the BUR's conclusion, either way.

I'm going to go the opposite route and propose we nuke them, because I don't understand why we have these tags at all.
These tags would make sense if we were using them as a way to make non-gold users' life easier with search, but given the different forms are mutually exclusive in tagging, we don't gain anything other than padding.
Consider the following example: to search for the alolan form of vulpix you do alolan_vulpix. To search for vulpix and alolan vulpix together you do alolan_vulpix vulpix. What's the point of alolan form or alolan_and_normal then? It's got the same problem that gen 1 pokemon and company had: it's a useless padding tag. It's just there to do a taxonomical categorization, it serves no purpose as a tag.
They are also legacy tags: they cannot imply individual characters anymore, and they'll likely never be used for other pokemon again, given they're single-game gimmicks.

So these two tags were recently re-populated along with a brand new parent tag for them, since they were already nuked once I assume it should happen again.
