BUR #21010 has been rejected.
create implication holding_ice_cream_cone -> holding_ice_cream
This was repopulated a few months ago. If it's worth keeping to distinguish between other types of ice cream (popsicles etc) I think it should implicate the base tag.

The way ice cream cone definition is phrased, and the fact that it does not imply ice cream, gives the impression that ice cream cones can appear separate, empty, without actual ice cream in it. There's also waffle cone, but I don't even know what is it for.
It might be better to have empty ice cream cone for those cases, because it looks like everything on the first page of ice_cream_cone -ice_cream is a mistag. Though I guess in that case this tag could apply to either.

I created empty ice cream cone for empty ice cream cones, though it needs to be populated.

Sorry, I don't quite see the follow-up to these deprecations. Do you want a separate filled ice cream cone tag? And/or holding empty ice cream cone/etc? Or just get rid of the holding tag completely?

Derp, it's still too early for me.
Ignore that BUR, ice cream cone works as an umbrella tag for all kinds of ice cream cones, because not all ice creams are ice cream cones and not all ice cream cones have ice cream inside them.
For holding ice cream cone, it could apply to waffle cones too as mentioned above, and I doubt we'd call those ice cream.
