Back when the tag was made, it was under the assumption that "Illia" would be the name of this to-be-released 3.6 chara since it was in an event in the 3.0 patch. However, the Divergent Universe update in 3.2 revealed his name to be "Terravox" instead, and later confirmed in-game by Phainon in his 3.4 monologue plus new content in the "As I've Written" world guide.
Rather than waste an existing chartag to deletion, might as well rename/repurpose it instead.
Before saying that it's not Terravox since the dragon in the Divergent Universe guide doesn't even resemble the mysterious horned man in the Amphoreus trailer Saga of Heroes (at the 3:11 and 3:56 marks), do note that the HI3 Flame-Chaser he's supposed to be based off from has a dragon-like transformation (post #6230273).
Also for added proof on his name: I screenshot'd the corresponding entry from "As I've Written" in the game and posted it on Discord.
The name isn't invalid if it's meant to refer to a very specific depiction of the character, which as it stands now is the case; and depending on the drip marketing of the next version, the name might be used for a vastly different (version of) an existing character, such as Fugue referring to an alternate version of Tingyun. Doesn't make sense to rename this now in my opinion.
I also have no clue what Honkai Impact 3rd has to do with this. It may be true that both have a dragon-like transformation but they are still inherently different games. It's not really an effective argument for potentially butchering the tagging. Leave it for now and revisit it later.
