Deprecate Zooming In

BUR #44378 has been rejected.

Tag got brought up in topic #12858, and it seems like a mish-mash of close-up, sequential, and zoom layer. Even with the wiki added I'm not entirely convinced we need it, but hey, let's see what happens.

remember that this tag gets used on animated posts as well. even if the static posts all have counterpart tags, what do you propose should replace zooming in on something like post #8595761?

...I got nothing. I forgot about animated posts when I made this BUR. God damn it.

This seems like a tag that should, ideally, be used solely on animated posts then. But what do I know.
