No they are absolutely not the same look closer, her 3rd outfit hat has quilting (post #6271385 post #5797750) and no bow (the ribbon is on her hair) while her 6th outfit hat is smooth and has a tiny plaid bow on it.

So you obviously didn't look at the examples I provided, or you'd notice that little plaid bow on her hat.
Does anyone know why Hoshimachi Suisei in her 3rd costume is sometimes seen with her 6th costume's hat? I assume it has something to do with her short hair? Should I add the 6th costume tag?

Looking more into it, it seems like she got the hat from her 6th outfit as an option for her 3rd outfit a couple of months ago, just like how she can also use her 3rd outfit hat with her 4th outfit, and even if it weren't I personally wouldn't tag both outfits just because of the hat in 99% of the cases.

Alright, so it does have something to do with her short hair. For the moment there aren't too many of them, if this hat exchange thing becomes common enough we might as well just give her hat tags.
