I do think we should tag both together. The crossdressing tag has a lot of other uses than just for otoko no kos, for example girls crossdressing or anything that's not a otoko no ko.
It feels like we're trying to enforce another rule, that's just ignored by the majority of users, because it fells weird to not tag crossdressing for a person crossdressing.

I do agree that crossdressing and otoko no ko should be tagged together, but shouldn't your example have a tag of it's own? Similar to how we dealt with topless/topless male and other gendered tags. There probably are artworks where a girl is crossdressing which don't appear in crossdressing -otoko_no_ko.
Crossdressing as a tag is far from being useless. You are missing the point that crossdressing is about clothing, not appearance.
A manly guy can crossdress, an otoko no ko can use unisex or masculine clothes. Girls using masculine clothes are crossdressing as well.
crossdressing -otoko_no_ko has a tag count of 8893, that's about half of the tag count of crossdressing (20K)
There's lots of things in otoko_no_ko -crossdressing that should be tagged crossdressing, though, so there could be more overlap than current tag counts suggest. Even so, crossdressing is common enough outside of otoko no ko that it's hardly fair to call it useless.
Since people hate having to subtract tags from their searches so much, I guess a reverse crossdressing tag wouldn't hurt, though I hate that it would probably actually end up being called female crossdressing or something.
Thought there was a crossdressing_(ftm) tag, but what I was thinking about was actually genderswap_(ftm). Though, it seems like it could be a decent choice...?
