I can't tell you about traffic, I can only say that I use outfit tags whenever available. If I like a character design I usually want to see other art of it. The outfit tag is how I do that. I can't imagine I'm the only one.
Sure, outfit tags balloon the amount of character tags (and any individual one might not receive much traffic), but they're rather lightweight because they all have the context of a single character...
... although my condolences on working with FGO posts. I've mostly ignored Grand Order precisely because it appears to indulge the eccentricities of Fate. But given that some of these simple Random Outfit Xth Ascension tags each have thousands of posts, I'm sure there are those appreciative these tags exists.
