They must have been requested individually. Not every artist with banned posts is on the banned artist list. If they are the artist tag will automatically add banned_artist as well via implication.

The uploader used a disingenuous and inaccurate source to hide this fact too. The sources should be double checked to make sure paid rewards aren’t being approved. This has been happening a lot lately.
