I understand that approval rates can be very disappointing. While Western comics-influenced artstyle is considered acceptable, maybe the reasons of disapproval is quality issues. Too bad builders and contributors cannot approve (I wanted to do so). The same thing goes with those two Max Payne images (post #5825577 and post #6112839) despite not being exceptionally horrible.

If you want, then why you can't? I don't mean to force you, but what stops you from doing it?
You can look at help:users for a full list, but the gist of it is that builders don't have any special permissions while contributors can skip the queue (their posts are auto-approved) and approvers can approve others' posts. Builders and contributors can't approve any posts.

Because approvers' duty is indeed to approve posts. They are carefully handpicked by the admins. The main requirement is that they need to have excellent record of active posts with almost zero deletion in at least a year (so far).
Not really, I think power abuse is extremely unlikely to happen because moderators/admins are still supervising their approval works for sure.

Asking about post #6136768 and post #6136801. The artist is an animator who worked on Love Live Nijigasaki and so far, everything else drawn by him got approved here.

You shouldn't compare uploads with other uploads. Even great artists can sometimes draw poor images that will go unapproved because of quality issues. It also doesn't matter where the artist comes from or what they did in their past.
